Challenges and tasks

Evaluation and monitoring are becoming increasingly relevant for the success of programmes and projects. They can serve different purposes depending on the focus of interest and the assignment by the contractor:

  • ex-ante assessment of the expected outcomes, results and impacts
  • early warning system, identifying the deviations between the planned outcomes and the current situation
  • on-going evaluation aiming at the control and improvement of quality during the implementation process
  • ex-post evaluation to control the success of a policy after its delivery
  • analysis of effectiveness and efficiency

 

The overall objectives of evaluations are the enhancement of managing and steering capacities of the responsible authorities as well as the legitimization of their decisions and policies. This up-to-date understanding of evaluation is based on the notion of a learning-process with feed-back loops. It includes the active involvement of stakeholders in the process, takes their interests into account and aims at the strengthening of their competences.

The key areas of our evaluation services are the following:

  • European structural funds: ERDF (in particular INTERREG programmes) and ESF
  • Strategic Environmental Assessment according to the EU regulation 2001/42/EG
  • Thematic evaluation, e.g. focussing on sustainable development
  • Project evaluation
